About Citadel Fleet Safety
Citadel Fleet Safety is on a mission to keep truck drivers and their cargo safe & secure. Citadel is a wholly owned Division of veteran-owned Blue Star Service Solutions, Inc. headquartered in Rockville, Maryland. Founded in 2013 BlueStar has grown to over 50 employees who serve over 2,500 clients generating over $1 million in revenues each year. Using the same technology that keeps BlueStar’s end-user clients safe and protected BlueStar decided fleet owners could provide their drivers and cargo with this affordable mobile emergency alert system reducing harm to drivers and related losses.
The Citadel management team consists of seasoned entrepreneurs, management executives and U.S. military veterans.
Chief Executive Officer
Robert O. Wray, Jr., Rear Admiral, US Navy (ret)
A Mechanical Engineer from the Naval Academy, Admiral Wray spent seven years of active duty as a nuclear engineer on surface ships, carriers, and submarines. Transferring to the reserves, he enjoyed a varied 20-year career in business, in manufacturing, hospitality, technology, consulting, and construction. After mobilization to Baghdad, he was promoted to Admiral, and placed back on active duty for the past six years. He recently retired as a two star. He has a Masters from Georgetown University, is a licensed professional engineer, holds a patent, has written two books, and is a frequent professional speaker on leadership and management. He has 14 present or former service members in his family.
Gordon Russell, Rear Admiral, US Navy (ret)
40 years of experience in management and administration, both at the university level at the University of Colorado, and as a two-star admiral in the Navy Reserve, during which he managed a national organization of 7000 personnel. Recognized by senior leadership for regularly delivering operational results greater than his peers.
David is a seasoned entrepreneur and business executive with 30 years of startup and high growth experience in the Information Technology, Internet, and Government Contracting industries. Following the sale of Comstor, which he founded in 1986, he has assisted numerous companies with strategy, organization & team building. Expert in leveraging technology, establishing competitive advantages, and building strong partnerships with third-party organizations. David is from a military family (“Army Brat”) and has a son in the National Guard.
Chief Technology Officer
A 2012 graduate of Boston University, Preston has a broad base of expertise in a variety of technologies, including telephony, computer networks, software programming, as well as data protocols associated with medical alert devices. He supervises the evaluation and integration of products and the integration of the numerous back-office software systems required for sales, fulfillment, inventory, and customer service management.

Strength in observing the sales condition, outlining the sales strategy, defining the sales model and detailing key accountabilities. Consultative sales approach with six key drivers: determination, awareness, knowing, optimism, trustworthiness and accountability. Proven track record of acquiring and growing strategic partnerships with leading Fortune 500 companies.
20 years of accounting and financial management experience, including Big-8 tenure and significant work in IT and systems integration. He has an MBA from the Darden school at the University of Virginia, and holds a CPA license in New York.
